Who needs military spending when the enemy is American citizenry? All he needs is taxation and the police.

As one who spent many years in the military I can assure you that the military is just as adept at overspending as any other government entity. In fact, I suspect that finding an entity that does not overspend would match the hunt for the needle in the haystack.
