I first proposed this to a Pol in OK about 15 years ago. It was technically do-able then, but a no brainer now.
The Constitution stipulates that Congress will meet at least once per year but does not stipulate a minimum duration. It would not even require a Constitutional amendment to do this.
It is TIME to DownSize DC!
