It MAY work in some incredibly high-density situations with low car ownership populations, and very low costs of implementation, but outside of that it's a loser.You forgot to mention that it MAY work in all of the above AND where your choices are forcibly limited by a large central government.

You forgot to mention that it MAY work in all of the above AND where your choices are forcibly limited by a large central government. You should add that, to nations such as China, citizens are government property to be used as a renewable resource. This is something America's left has been trying to emulate for decades.
