I think he means the United States government, obviously you're describing your experiences in some other country.
I’ve never had a gubmint job, but after spending 2+ hours at the driver’s license office today I can confidently say that gubmint head count needs to be cut in half immediately.
Worked the grounds crew one summer when attending a public university. The first day the crew supervisor dumped out a dozen+ pine-straw bales and told me to start spreading them into the shrub beds. “We’ll be back to pick you up for break at 10:00”, and he drives off. I get the job done well ahead of time and then sat for 45 min.
He drives up at 10:00 and says, “WHAT HAVE YOU DONE?”, I said “spread out the straw like you told me, did I do it wrong?”, he replies, “No, but that was supposed to keep you busy until lunch, now I have to find something else for you to do”.
Lost my job to affirmative action. My boss actually asked me if I knew of any n****rs or mexicans that wanted my job.
Thank God I am not working for the government.....

My girlfriend’s mother used to be the cook at a public high school and is one of those country cooks who can make a piece of dirt taste good.
She improved the menu and made the food so tasty that it caused a big stink because it was making the other school’s food look bad. The school system resolved the issue by firing her.
State government.
The agency I work for is responsible for ensuring that the gasoline you put in your car meets standards, won’t wreck your engine or trash your mileage. We ensure that when the grocer sells you a pound, it weighs a pound. We certify and calibrate measuring devices for industry. We check the taxi cab meters to make sure they’re accurate. We regulate the grain industry to make sure that farmers don’t get ripped off when they sell their commodities and we make sure that the grain that is shipped down the line isn’t full of molds and toxins. We keep animal diseases out of the state and help ensure the quality of the food you eat — everything from the eggs and milk you have at breakfast to the steak at dinner. We protect the commercial viability of some of the largest industry sectors in the state. We try to crack down on unscrupulous pet breeders. We help market locally grown and raised products in-state to internationally. We provide impartial price discovery to buyers and sellers of livestock and commodities. We strive to control the spread of invasive pests and protect the state’s forest and plant resources. We help businesses grow and prosper and sell their products. We encourage the supply of locally produced foods. We do a few more things that I don’t recall at the moment. We do all of this and more with decreasing budgets and dwindling staff. The workers who do this are among the lowest paid of their peers in the state and they watch helplessly as the legislature cuts back on the only thing they really had going for them — a relatively generous benefits and retirement package.
I don’t know about waste and fraud in the federal government, but at the state level, it’s a whole different matter. Everybody I see is overworked, stressed out and paddling their ass off just to stay above water.
I should say, lowest paid of their peers in ANY state . . .
I worked several years for State Government in the Land of Lincoln, Computer Contractor. The SEIU employees had retired on the Job. The State was smart enough to realize the Info Tech guys had lost the capability to do any application development and brought in outside help.
Computer people in Unions, was a failed concept. Once you got the “State employee” job, the SEIU’s best efforts were needed to help them keep their job without doing any real work.
It was Contractors doing the work, or nothing ever was done. The only software system development option was hire a Software firm to come in and do their systems, or nothing was done.
Still is to some degree, but after the Systems are built, it doesn’t take much Talent to watch ‘em run and babysit them....just hire another contractor to do the heavy lifting.
I worked on the East Coast also, for a Software firm building a system on a Federal Contract. Same situation, incompetent Federal workers by the dozens. Any Federal employee that could function and produce, was promoted and overloaded with work. The rest of the dead weight just talked about benefits and retirement, even when retirement was 10 years away, it was always a prime water cooler subject.
State / Federal employees, a form of Welfare for the unemployable. Its a fact, Jack.
Believable story. This kitchen at the school where we reported had full on heavy duty ovens, burners, pots pans etc. — all they used that for was to boil eggs and make cookies for the teachers lunches and an occasional cake for a going-away or birthday administration personnel party.
What made me sad was the memory of when I was a kid and we got hot food like your gal friends mom made and all the good smells that went with it — Not any more it is all packaged junk with Pizza Fridays. Really unbelievable.
Does US Air Force,US Border Patrol and the US Army count if so yes.

I went to elementary school in New Orleans and the cafeteria served shrimp creole once a week. Cost a whole quarter.
State government.
In the agency’s infancy I loved my job. In the later years, the government became so involved with minutia that it was impossible to implement the policies. I left very shortly after I became eligible for retirement. Never looked back.
Government is the enemy; make no mistake about it. Most politicians are crooks all the way to the top. They are corrupt having been bought and paid for by their donors. The average person gets the shaft.
I’m giving you the straight scoop. Only take a government job if you don’t give a damn. No matter how good the money may be or may not be it isn’t worth it. And just for the record, I never got rich while I worked there either but today is a different day. Now the unions have come in and are fleecing the taxpayers something awful. If it were up to me government employees would be prohibited from union organizing. The security and pensions are reward enough. That’s something you’ll never get in the private sector.
Yes, I used to be a Democrat when I joined government. When I left I was a firm Republican. I saw the real world up close and personal. It ain’t pretty.
Despite the overall growing tumor of government, it does have its place in society. The trick is to shrink it back to its appropriate level.

Almost 40 years ago, I worked for the Passport Agency. There was an elderly woman who worked there for a couple of years, and her son was a merchant seaman who was coming in to renew his passport. He came by and she introduced him to everyone, and he and I got to talking, he asked me out, and the rest, as they say, is history. We just celebrated our 35th wedding anniversary. Oh, BTW, the date we met was February 14th.
Now, that’s a nice positive story. I’ll keep mine to myself.

Try to imagine the most ridiculous and obscene level of waste, fraud, and abuse that you can, then multiply by 10,000.
