The salute appears to be Jim Irwin of Apollo 15. Those are among the Mons Hadley peaks surrounding the plain at the elbow of Hadley Rille where that mission landed in 1971.

And here's one of the better 50 cm resolution images from 49 km over the Apollo 11 descent stage, swept up by the Lunar Reconnaissance Orbiter in 2009.

That is what I was thinking. I met Irwin once, years ago. Great man. Too bad he is no longer with us.
