It's true. The rules of their strict Wahhabi brand of Islam don't apply outside of the Kingdom. And so many of them have the disposable income and leisurely schedule that jetting off for a week of debauchery isn't a problem.
The rules apply everywhere, they just do not follow them. They are even preaching those rules here.
