The problem here may be that the spelling conventions of Bhassa were not yet uniformly applied throughout the Malay language area (Indonesia, Malayasia, Philippines).
100% of all record keeping systems at that time were paper-based, and there was a serious shortage of paper-forms to use. The consequence is that many older records are prepared on previously used records and simply cannot be trusted to reflect the REALITY of the moment.
Think "definitely third-world colonial" ~ with nothing at all modern!
