I meant that before she walked around in the bikini, authorities must not have had a problem. If the woman had not gotten worked up and accosted her, I daresay that the Brit would not have walked around in her bikini in retaliation.

The authorities will overlook revealing attire and debauched behavior in Dubai's many nightclubs but not in the shopping malls.
