l (lower case l) and 1 (digit 1) are two separate keys on a typewriter. Guess the dumbocrat that faked it thought it would look more realistic if both l and 1 were defective.
Back in the sixties and earlier most typewriters were manual and didn't have a “1” key, and often no “0” key either. You produced a one with the lower case L key, and a zero with a capital O.
So if the letter was genuinely typed in the sixties it makes sense that the “1” and the “l” would both be printed defectively on the same machine.

Chegburashka is correct about the keys on a manual typewriter.
The separate "1" and "0" didn't start showing up until electric typewriters came along. Even then, I don't think the early electrics had these keys.
