In the absence of his actual birth certificate, how do you know he didn't? Was he really born on August 2nd, 1961? No one knows...

Tisha b'Av is observed according to the lunar Jewish calendar; it's the ninth day of the lunar month Av. (It was observed on July 20th this year.) So Aug. 4 has no significance in that regard.

It's kind of meaningless to state - as Wikipedia does - that the destruction of the Second Temple in Jerusalem occurred on Aug. 4 in the year 70, because that's based on an extrapolation assuming that today's calendar was in effect all the way back then, when in fact it was not.
