I think that the doddering Peres was referring to all of the UK. So yes, he meant “British,” but he was on a bit of an uncontrolled rant there, plus his mental faculties have declined with age.

The Celts are lefty "national liberation" types, so naturally they're anti-Israel. I'd like to think the English are better--they do, after all, have a well-known dedication to the Hebrew Bible. Unfortunately, they've also long had the bizarre idea that they're the "true Israelites" (the unofficial English "national anthem" is Jerusalem). It may very well be that this notion contributed to their resenting getting "pushed out" of 'Eretz Yisra'el by actual Israelites.
