My understanding is that Reid will vote no on something he wants to have passed because by the rules, he can bring it up again later. The Parliamentarians here might be better able than I to explain it.

Maybe Senator Reid should see a doctor during the Senate break.

He is often known to vote on the wrong side, only to be corrected by one of his fellow Democrats to correct his vote... (This happened one time, and the News networks actually had the story!)

He’s done this same “accidental voting” on several other recent, but critical, occasions.

I think Reid voted against the cloture so he could retain the option of reintroducing the vote later, under one of the arcane Senate rules.

You are correct. On controversial issues, someone is always designated to do that.

It is the same reason that John Kyl of Arizona voted against the Cornyn amendment, which would have established a permanent bar for gang members, terrorists, and other criminals looking to snag a shamnesty visa. Republicans underlined:

We still need to use the time to do some arm twisting. The NRA needs to be spoken to about supporting this legislation. Maybe they can get their members to call members of course to make sure it is defeated it is brought up a second time...

Sorry, not a goof. Any follower of politics knows this was a procedural ploy to bring it up again. Republicans do it too when they have the leadership.

As others have posted, this is not a goof, but a way to bring back the legislation.

But Senator Reid has almost voted the wrong way on critical votes and has had to be corrected (was even on TV at least once!)

Thank you. It has been a common tactic of both sides for a very long time. I recall Dole seldom voted with the Republicans in loosing causes for that reason alone. What we need is a Republican Amendment making the reporting mandatory for all the PAC’s, 503(c)’s, Unions, Public Unions and public source funding including grants. The stink the rats would make over that alone would be worth the popcorn.
