And these business have preferential hiring of “their own kind,” which means if you are not a member of their tribe you have no chance of getting the government job they are seeking to fill. How this is not blatant discrimination based on race and ethnicity is beyond me.
What it is, is back-door reparations.
What happens is that enterprising Native Americans have formed shell companies that they use to bid on government contracts to take advantage of these racial preferences. They merely subcontract the actual work to other companies that are, generally, not minority owned.
I’ve seen this happen.
