Ummm, the gub’ment already does this, and has for decades. The forms are called the I9, W-2, W-4, and you file your taxes.
Those forms don't include information about race, sex or national origin.

Better look closer. On the I9 you must produce certain documents that can be used to derive that information. Drivers license and birth certificate contain that information or the ability to get that information.
