Looks like shimmering snot...but is not rising.
What I think we have in Oly 1, are just two much bigger version of the Plume in Oly 2. So it is boiling. Medium sediment particles trying to fall back down, light oil particles trying to rise. A fairly effective oil/sediment separation process, but logistics are a biotch.
