And what is to stop them from jacking it up higher to say 50 or 60%? Some one has to pay for those COLAs and pay raises the politicians are entitled to! There is nothing to stop them, since any tax law can be changed --- just look at our current mess. It's the handiwork of literally tens of thousands of legislative adjustments to the original income tax legislation.
