The legislation is just on the surface. What we don't know, and that gives me shivers, is the millions of micro decisions made by all the czars, and regime-placed bureaucrats that never see the light of day, and can remain for years under the rocks they slime under. In addition to that, behind each 2000 page piece of regulegislation, is what amounts to probably tens of thousands of pages of low-level decisions to implement said regulegislation.
