Note the arrest didn't occur until a day AFTER the Organization of American states voted to lift the suspension of Cuba as a member of the group. The Obama admin had been pretending in the press and court of public opinion to oppose the lifting of Cuba's suspension on the grounds the US wanted to see more democratic reforms in Cuba, but of course, the admin "just happened" to switch to supporting the lifting of the suspension once behind closed doors since when it really comes down to it, the Obama admin doesn't give a CRAP about democratic reforms in Cua any more than they care about constitutional rights here in the USA.

Looks like the Obama admin wanted the arrest to go quietly under the radar [announced after 3 PM on a Friday- ] so as to not disrupt their move to support Cuba in the OAS.

IIRC, one of the big promoters of opening relations with Cuba is Abourezk of S Dakota even though he's no longer in office. S Dakota agribiz wants the opening badly.
