I am predicting the legislature will move mountains to force this through if it fails through the public.

Stoned constituents would be less riotous after the state is unable to pay it's power bill soon, and the electricity producing states move fore ward with their plan to cut California off.

How is it that the state would be unable to pay its power bill?

One one hand, if Prop 19 passes, a lot of money would either come in to California or stay in California instead of ending up in Mexico.

On the other hand, yes, power consumption would go up if Prop 19 passes, as people would use electricity to power lights for legal indoor grows.
