The Wise County, Texas Sheriff Department ran a scam in the 90's on US Hwy 287 before they were caught. I don't remember if it was Rangers or the Feds that ended it.
Was that the one where they stopped single guys that went to a rest stop and accused them of soliciting homo-sex.
