Call for Nominations for the 2010 GreenGov Presidential Awards

The 2010 GreenGov Presidential Awards celebrate extraordinary achievement in the pursuit of President Obama's Executive Order 13514 on Federal Leadership in Environmental, Energy and Economic Performance.

Building on 15 years of Presidential awards for agency environmental achievement, including the Closing the Circle and Energy Management Awards, the GreenGov Presidential Awards honor exceptional Federal civilian and military personnel, agency teams, agency projects and facilities, and agency programs that exemplify President Obama's charge to lead by example in sustainability. Domestic and international teams, projects, programs, and facilities are eligible; and agencies are encouraged to submit multiple nominations.

Descriptions of the award categories, as well as instructions for how to nominate your colleagues (or yourself) for an award are below.

2010 GreenGov Presidential Awards – Award Categories

In the following descriptions, the term "agency" includes agencies, bureaus, services and operating divisions within larger departments, as well as independent agencies.

1) Sustainability Hero Award – This award recognizes an individual who is a sustainability champion and agent of change within his or her agency. The selected individual will demonstrate a history of outstanding performance in leading implementation of sustainable practices while reflecting a comprehensive approach to energy and environmental management through innovative strategies, practices, and outreach.

2) Green Innovation Award – This award recognizes an innovation or idea with clear potential to transform the Federal community's overall energy and environmental performance, in keeping with the goals defined by EO 13514. This award will be presented to an individual or team for the development and execution of a novel new product, project, program, design, or revolutionary idea that facilitates sustainability in the Federal Government. Award winners will ideally represent efforts in the implementation stage; however, innovation that demonstrates near-term feasibility may also be recognized.

3) Lean, Clean, and Green Award – This award recognizes outstanding organizational achievement in building or fleet energy efficiency or renewable energy development and deployment. The winning project or program will demonstrate a combination of measurable results in energy efficiency (reduced energy consumption), increased use of renewable energy, and reduced greenhouse gas pollution; or decreased petroleum fuel consumption and greenhouse gas pollution reduction.

4) Good Neighbor Award – This award recognizes a Federal agency team or facility for its exemplary application of the Partnership for Sustainable Communities, Livability Principles and/or engagement with local or regional communities to promote one or more of the goals of EO 13514. Awards in this category will focus on local Federal agency representatives who are actively involved in community planning and sustainability initiatives, have established and are pursuing collaborative sustainability goals, and demonstrate success in aligning policies and practices with community partners to achieve those goals. Nominations for this category must include at least one letter of support from a non-Federal local or regional community partner in order to be considered.

5) Green Dream Team Award – This award recognizes exceptional leadership by an interagency green team to effectively place a Federal sustainability idea into action. The selected team will have clearly demonstrated that its collaboration efforts were integral to the successful implementation and institutionalization of the idea within its office, agency, or agencies and will highlight collaboration through Regional Councils, Federal Executive Boards, workgroups or other interagency organizations.

6) Building the Future Award – This award recognizes the Federal or Military facility or installation that is "the whole package," and demonstrates the policy and performance goals of the President's Executive Order on Sustainability in each aspect of its operations. Nominees should demonstrate achievement in building or installation design and operation, cradle-to-grave supply chain management, community engagement, employee involvement, and innovation.

Submission Instructions

Nominations must be submitted by a Federal agency through the FedCenter web site, www.fedcenter.gov, between June 29 and July 29, 2010. There is no limit to the number of nominations a single agency or single individual can submit. At the close of the nomination period, nominations from each agency will be referred to that agency's Senior Sustainability Officer, or their designate, who will review the applications and decide which to forward for consideration by the panel of judges.

Award winners will be selected by a Selection Committee composed of leaders from the Federal community and the nonprofit, local and state government, and private sectors. The Selection Committee will be named by the Chair of the White House Council on Environmental Quality. Winners will be recognized during the 2010 GreenGov Symposium, to be held in Washington, DC, October 5-7, 2010.

Please remember these important points when submitting your nomination:

1. Only nominations for which there is a completed Nomination Form will be eligible for consideration. If you have problems entering your data electronically, please contact OFEE at http://ofee.gov/contact.asp. Please apply for only one award per submission.

2. The nomination narrative must meet the below requirements and be entered on the nomination form for the 2010 GreenGov Presidential Awards:

*For the Sustainability Hero Award, please respond to part A with a description of the work for which the individual is being recognized, part B with the results he or she has achieved, and part C with how he or she has mentored others.*

a. Describe the project, including how the project was conceived and implemented, what strategies and technologies were deployed, who was involved and an approximate project timeline. (max 750 words)

b. Describe project results and achievements to-date, focusing not only on outputs but also on intermediate and long-term outcomes, and anticipated future outcomes. (max 500 words)

c. Explain how the project has been replicated or has a high potential to be replicated within the Federal government and has been shared with colleagues in other organizations/agencies. (max 250 words)

Please submit your Nomination Document, no later than close of business on July 29, 2010.

Recognizing that compliance with environmental regulatory requirements is a fundamental responsibility of Federal agencies and Federal employees at all levels, each applicant will be subject to a review of his or her agency's environmental compliance status. This process will include consideration of information in the Environmental Protection Agency's Online Tracking Information System (OTIS), which is available online at: http://www.epa-otis.gov/otis/ (click this link for help in using OTIS) , as well as other available compliance and enforcement information.

If the application involves activities at a Federal facility or installation, the application should confirm that the compliance information on the OTIS system for the relevant facility or installation has been reviewed and concurs with the information presented. If you believe that the compliance information available on the OTIS System is not correct, please note this in your Nomination Form.

To fulfill the principles of the Open Government Directive and to celebrate and recognize leadership from across the Federal and military community, all nominations will be made publicly available online at FedCenter.
