There were three citizenship merit badges when I was a
Scout. Community, Nation and World. We all had them
because they were required for advancement to 1st Class,
as I recall.

The Citizenship in the Community, Nation and World MB’s are still in existence. You have to earn all 3 to get Eagle, but no MB is required for 1st Class. When were you a Scout?
