And I suppose it NEVER enteres anyone’s mind for a second that possibly Junior Assistant Vice Administrators, Ministers of Diversity, and the entire staff of the Bureau of Self-Esteem could be axed.

He isn’t being original here. Fremont (Also in Alameda County) has been “not responding” to such situations for several years. Guess where he got the idea.
Our glorious Police chief started it by not responding to home burglar alarms. It has gotten worse - now if you file an accident report, it’s done later, then some days after the fact a couple of “community police,” i.e. volunteers show up to ask if there is any other things you didn’t report.
They hate cops in Oakland so this is a win-win.
