Cops are civilians too.
How about fellow civilian? Can't stand cops who think they are in some sort of military unit. The police should never be confused with the military; the day that happens is the day the Republic dies.
I like citizen. I think that one of the big problems with cops is that many of them are wannabe military. That is why they call citizens civilians.

Citizen? A police officer is a civilian! Anyone not in active armed forces is a civilian, and a cop is an employee of civil government, thus has to be a civilian to hold the job.
Our police are being twisted into something that they are not supposed to be.
