He wasn't using one of those cloth bags.

Not that is something to get shot over, but opening unpurchased merchandise will not make friends with the store management.

People do things like that all the time at a Costco store. I often see kids eating icecream bars that haven’t yet been paid for, or drinking a bottle of juice. The UPC on the package is all that is necessary at the register.

Lots of chinese at the Costco that I shop at will open packages that shouldn’t be opened because its perishable food, and the store just looks the other way. Even when they abandon frozen food in the canned goods dept.
