One other thing, its more than gear and haircuts. Its hiring, training, weapons, culture, equipment and so forth. Everything is more military than some military units.
That depends on where you are. Some organizations are superbly trained, others, not so much. There are organizations out there that apparently got the cool gear without a lot of the training.
