When much of the public that they are charged to serve and protect acts like out of control animals, you wonder why cops act like zoo keepers?

I think this is part of the problem: It isn’t actually “much of the public.” But I can imagine that it is much of the part of the public that you meet on the job when you are a cop. Over time, this may lead to a distorted view of the general population.
