Exactly. Things happen. Personally I am gad I moved from a state where they CC laws take that into account. The last state I lived in had laws that basically said if anyone ever saw it you were brandishing. How is that for fuel for handgun banners?
Anything labeled “zero tolerance” is just a vendetta. For example: In some towns, police will go into bars and check people for ID, even those that look 70. If a single person does not have identification on them they close the bar. It is a common practice in small towns or neighborhoods where the “powers that be” want a particular place shut down. It is very reminiscent of how Nazi Germany dealt with small business - even non-Jewish.
“Zero tolerance” is used to punish the peasants. That is its function.
