It appears that Scott was given contradicting orders from different officers that responded. According to the various witnesses. He was required to obey all of their orders as part of his permit. If he did not have the gun in his hand they should have never given him orders to disarm that would cause him to reach for his weapon.

I can’t imagine a cop telling someone to reach for his gun, but who knows. And considering his military background, he had to understand he was considered a threat until the legality of his CCW was confirmed.

If this IS what happened, then every policeman who shot should resign with a heavy heart, find a new line of work, and pray a lot.
