LOL. The Clintonian parsing of words doesn't cut it. Palin has said she wants to deport the criminal aliens. i.e., not all 12 or 13 million. Those who have "followed the rules" will be allowed to stay and work here and eventually put on a path to citizenship. Hence, she can say that she does not favor amnesty for all.
