"it", of course, is not in effect, yet, so that is a lot of speculation.

However, you can look at the previous attempts at enforcement in AZ.

Maricopa County's "conspiracy to smuggle humans" law began in 2006. And the Legal Arizona Workers Act was implemented in 2008.

The fact that AZ has/is/will be/might be implementing an additional enforcement implies that the previous attempts were not successful.

Which takes you back to the underlying issue.

Can the US solve its illegal problem by enforcement only?
