Sen. Joe Lieberman (I-Conn.) on Sunday said that the U.S. militarys rules of engagement have hurt troop morale in Afghanistan and said that he hoped the new top commander there, Gen. David Petraeus, will clarify them as soon as possible.
The previous commander in Afghanistan, Gen. Stanley McChrystal, placed restrictions on U.S. air strikes and artillery in Afghanistan, limiting the circumstances that allow troops under fire to call for fire support. Those rules of engagement have cut down on civilian casualties, but have been strongly criticized by American troops who say those rules have made the fight more dangerous.

The general put in place by Obama, was a liberal, he voted for the Big O and thought he was OK - is it a surprise that he was doing a poor job? Look for Mike Yon stories about what is going wrong and he can see that it is crap from top down to the poor guys on the ground.
Lieberman is an Idiot, they don't need to be clarified they need to be changed in order to give our people a fighting chance.
The time to worry about hearts and minds is after victory.
