While I am not a fan of Gov Goodhair, Rick Perry could be a contender.

she is extremely popular within a relatively narrow swath of the Republican party and is not at all well regarded outside of that group -- especially among the Washington Republican chattering class. You mean the same Washington Republican chattering class that led to the party losing Congress in 2006 and the White House in 2008?
