Four years of experience at screwing things up is not experience. What he is saying is that this term has been a total cluster and that since he’s such a partisan Democrat, he will vote to re-elect the incompetent loser solely because he has a “D” after his name. After all, it can’t get worse than this, can it?

The writer has this goofy idea about "experience," which shows what kind of freakin idiots we're dealing with. It's like having a building put up by someone who's put up a series of outhouses that all fell apart--he KNOWS how he's screwed up, so he won't make those mistakes again, unlike someone who's done a good job, who's only known success!
