Well, it looks like there ARE clouds in the right-hand eighth of the picture.
The OD-tinged grey seems to be the oil, for the most part; I’m not sure what the white streamer in the middle of the picture is, though maybe it is HIGHLY mixed oil & water (which does produce a milky/murky color). The textured/ridge-looking feature going diagonal (near the scale indicator) seems (to me) to be the edge of the oil-slick... as the expression “oil over troubled waters” comes to mind, take a look how (for the most part) the oil-slick looks calm/unagitated, the textured water, on the other hand, looks agitated. (So, that’s where I’d guess the edge of the slick is.)
