Out side the US what would this type of governing be called?
Demagoguery is when you demonize a group for political gains which is what the KKK and democrat party did during their hay days.

Now they use pity instead of demonetization of a group (except for the attacks on republicans who don't pity).
What do you call this type of governing? Where you govern by what is popular at the time?
