So does this mean that we can sue Mexico for telling their people how to break the law and sneak into America?

So does this mean that we can sue Mexico for telling their people how to break the law and sneak into America? Not in Mexican courts. No reciprocity.

"So does this mean that we can sue Mexico for telling their people how to break the law and sneak into America?"No. You need to wait for a Mexican to sue Mexico for for having a law that says Americans living in Mexico illegally are to be detained and deported. Then you can file a friend of the court brief in favor of the Mexican suing to stop the detention and deportation of any illegal Americans.
