Actually, Governor Perry attempted to mobilize the TNG on the border several times and was blocked by the Feds. (Operation Rio Grande).

And he didn't ignore them because? Do you really think that if he issued orders the units wouldn't move?

Two reasons, first $$$, if he ordered them out, then Texas would have to pay the bill. Second, the federales would just federalize them and order them to back off and go home.

The national guard doesn't belong to the states, it's just on loan to them whenever the feds don't need them.
