What is that insignia on those hats?

Upper right, Z for Zeta. Bottom, outline of Mexico. Top left, dunno...

The inclusion of the "Z" for Zeta is obvious as is the outline of mexico but the blob with the finger to the left of the "Z" is actually the mexican state of Tamaulipas which is on the south side of the border, opposite Laredo and Brownsville, Texas. Here is a map.

It is on the Gulf of Mexico hence the words Cartel de Golfo.
