Except that in border states, enforcing immigration laws is part of public safety. I would imagine the same applies for the rest of the country, but in border states it is especially critical.

Well it overlaps. A violent crime is supposed to be pursued regardless of citizenship status of the perp. I would say that areas with high numbers of illegals will have higher incidence of crime. Only natural since they come from countries with no real law enforcement.
