It is obvious from this report the idea for an LDF was being discussed (among several) in the Palin camp early on. It was only later that Meg Stapleton, the Palin’s personal spokesperson, was chosen to head up the effort.

This is probably true once the fund was set up and running, but It is also clear from the report that Palin was intimately involved in it's creation, from making conditions such as “Make it Alaskan” to reading and approving legal opinions and reports. She had veto power over any decision and that makes it hr baby.
Be advised I am not accusing Palin of anything unethical and she was cleared of any personal charges. IMO the points used to come to this ruling are a little thin. I'm only pointing out the reality vs. the spin.
