So it depend on the meaning of the 'one/half' of this definition?

Seems, even with a leap year; there is no abiguity!

You cannot be serious - with a RAT Gov, who has probably already been called by the won, he will interpret the law to allow a D to fill the D seat until 2012.

Take it to the bank. The Ds don't give a rip about any ole stinkin laws.
