The chaos appears to advance the interests of whoever is REALLY in charge of the US government.
In stage 1, as the emergency builds, the welfare rolls build.
Then in state 2, a de facto state of emergency would make people more amenable to Marshall Law. The enemy of Those Who Rule is people who require limited government.
Stage 3 features some catastrophic emergency requiring governement takeover, or this takeover simply ensues.
