I'd take the "now" with a grain of salt.
Things were so bad in Calif when I decided to take my kids and LEAVE - there were 6' chain link fences around the high schools and 2 sheriff deputies on duty at all times.
And that was 30 years ago...
They had to fence off part of the campus to keep the 26 year old dumpster divers out...
