Inhofe: Obama trying to grant amnesty by executive order

In a previous post on Tuesday, I referred to a story where the non-profit immigration organization Numbers USA reported that a group of GOP senators sent President Obama a letter expressing their concern about rumors of an executive order being drawn up that would grant amnesty to illegal immigrants.
I spoke with Senator James Inhofe, Oklahoma Republican and one of the signers of the letter, on Thursday night about the matter. He noted that while nothing has been confirmed on the president’s end, he confirmed he signed the letter to the president.

Who needs Congress when you can just make law by executive order?
These executive orders should have been severely restrcited by Congress decades ago,but both parties like having a way to go outside the system.

For anyone who understands it legally please help me understand: how can an Executive Order be binding? It’s not law; there’s no statute to refer to. Why are states obligated to follow any “Executive Order”?

The president’s power to pardon is essentially unlimited. I wonder if there is any constitutional reason it can’t be used to pardon illegal aliens.
