My impression is that education may not have been a terribly important qualification for this office. She evidently did have the “correct” ethnic background, however, which too many times is all that matters these days.
My last employer sponsored a “minorities in the workplace” program wherein they offered (generously) paid co-op positions to minority college students.
One of the participants was a 40-something mexican woman. She didn’t know how to use Windows or Office, and complained to my department (IT) day after day that all the work she was doing wasn’t being saved.
I personally demonstrated how to save a file at least half a dozen times. She didn’t get it.
Her incompetence forced the company to re-assign her from the loan operations department (yes, scarey!) to the admin team. A week later, the admin manager said she had to go.
They let her go, but not without a rousing resume-building letter of endorsement. A buddy gave me a copy of the endorsement, which read in part “Anna was instrumental in helping COMPANY’s IT department diagnose and remedy file modification errors.”
People like this succeed because morons want them to be successful, not because they deserve their positions. The company CEO (a lib) was greatly resented by most employees, as the co-ops were provided with housing, transportation, and a better salary than most full-time qualified employees.
