Additionally, most Americans (52%) say it is more important for the government to protect individual rights than to promote economic growth. Since when are these choices mutually exclusive? I would think economic growth would increase when individual rights are protected.

Government, inherently, and almost by definition, is a threat to individual rights.
The only government ever conceived in liberty was ours, with our Constitution, and our Declaration stating that rights are inherent and granted by our Creator and are irrevocable.
Government’s only “legitimate” function is to protect those rights. Anything outside of that mandate is exceeding the bounds of its function.
