I was confused on Salazar too. One article said he would appeal this case. Another article or news blip said he was going to order another slightly different moratorium.
Thanks for the info on the courts, I am not an attorney.

They will draft a new one while appealing the old one and when the new one is smacked down they will write a new one etc etc etc. After all, money is no object.
In the mean time, rigs are shutting down and moving to Brazil and other places. .
