That really doesn’t very sound much like Napoleon, the Red Army in WWII certainly, do you have any specific examples?

The quote is Voltaire I believe, snottily commenting on the execution of Admiral Sir John Byng for the failure of the Minorca relief expedition he commanded in the Seven Years War.
