Article I requires that all money received by the US government has to go into the treasury, and that no expenditure can be made from the treasury without being expressly provided for in legislation passed by Congress.

I don't see any room for a "slush fund" in those requirements.

Unless there's some problem no one is aware of you'd think with the Democrats controlling the White House, the House and the Senate they'd be able to pass some enabling legislation for this right away!
